NOISE VIOLATIONS

Many in the community believe that this new system will regulate where aircraft fly. IT WILL NOT. Federal courts have ruled that states and cities have no authority to regulate aircraft in fligt--an authority exclusively granted by Congress to the Federal Aviation Administration. Although Torrance Municipal Code contains many "laws" that purport to regulate aircraft in flight around the Torrance Airport, all of them are invalid, unenforceable and pre-empted by Federal Regulations. (See United States vs City of Blue Ash--1978).

Measurements by the new Casper Noise Monitoring System prove that aircraft using the south traffic pattern make far less noise than the City of Torrance legal limit of 82db.
